The Story Behind SPS Networks

Sampaul Singh started building systems at sixteen. By 1999 he was assembling custom computers for paying clients and building websites for businesses and non-profits. There was no master plan — just an instinct: understand how the whole thing works, then make it work better than it did before.

The Operator Years

At UTEC Survey, he built data centres in Singapore and Perth from scratch. Forty-four projects across eleven countries, eighteen running concurrently at peak, with a fourteen-person team. Offshore survey operations — where communications infrastructure isn't a convenience, it's the operational backbone. When it fails, it fails in the middle of the South China Sea with no one to call.

He cut time-to-first-data from 45 days to 14. Not by adding headcount — by redesigning the system.

At Forum Energy Technologies he ran subsea technology across APAC — ROV systems, acoustic positioning, deepwater equipment — across offshore energy clients from Southeast Asia to the Middle East.

The Vendor Years

At AST Networks — a satellite connectivity provider — he ran Asia as VP with P&L ownership across a fleet of over seventy-five VSAT-equipped vessels. He negotiated the longest-duration service contract in AST Asia's history and led LEO satellite licensing across multiple APAC jurisdictions.

He was now inside a connectivity vendor — seeing precisely where the gap between what's promised to operators and what they actually receive lives.

The Regulatory Years

At RINA — one of the seven IACS member classification societies — he led the commercial effort for RINACube, a sixteen-application maritime SaaS platform, while contributing to the MPA Harbourcraft Electrification consortium.

Classification societies set the technical standards vessels must meet. They conduct the surveys that certify compliance. Working inside one gives you both sides of the conversation simultaneously: what operators are required to demonstrate, and which systems actually help them demonstrate it.

It was founded because one person spent twenty years watching the same accountability failure from three different positions — as the operator who needs communications to work, as the vendor who sells it, and as the classification professional who understands what operators must prove.
